Federal jury duty starts with a letter from a United States district court.

Harborline is a private portal to that process. We map the statute, the official court, and the difference between a qualification questionnaire and a summons to appear. We do not run eJuror. We do not excuse anyone.

Qualification questionnaire

Often a postcard or form. Federal law requires you to complete it. Completing it does not mean you will be told to appear. It asks whether you meet the statutory tests in 28 U.S.C. § 1865.

Summons to report

A later order to appear, or to check a reporting date. Many districts still want you to confirm that date on eJuror or a recorded line. The date printed on the paper can change.

How a name reaches a federal jury

  1. A jury wheel is built

    Each district draws names at random from a fair cross section of the community, usually voter lists and often driver records, under its jury plan. 28 U.S.C. §§ 1861, 1863.

  2. A qualification form is mailed

    The clerk mails a juror qualification form. The statute says to complete, sign, and return it within ten days, or to use that court’s eJuror if the packet says so. 28 U.S.C. § 1864.

  3. The court decides qualification

    A judge or the clerk, under the district plan, decides from the form whether a person is qualified, exempt, or excused. 28 U.S.C. § 1865.

  4. Qualified names go on a second wheel

    When the court needs a panel, names are drawn and a summons is issued. 28 U.S.C. § 1866.

  5. You deal with that court only

    eJuror, reporting, postponement, and excuse live on the district’s .gov site. Harborline cannot log in for you.

  6. Pay and job protection are federal

    $50 a day of attendance under 28 U.S.C. § 1871. Job protection for permanent employees under 28 U.S.C. § 1875. Wage continuation is a separate question.
