About this portal

Harborline is a private company. This website is the Civic Desk: an unofficial map of how federal jury duty starts, plus links to every United States district court and a set of blank files a summoned person or a company can fill in. It is not the government.

Civic portal

How the process starts, qualifications, eJuror explained, court finder, county maps, pay estimator, scam warning. General information. You write the facts.

Optional files

$49 kit, $79 self-employed pack, $1,500 employer system. Blank paper. Stripe is off on this preview.

Other desks

Document examination is a separate line of work. Counsel support, if it opens, sells only to licensed attorneys. Neither desk runs on this portal to “get you off” a jury.

Why the civic site exists

A federal questionnaire is written in a voice most people do not hear every year. Clerks already publish eJuror. What they do not publish is one calm nationwide map that separates the questionnaire from the summons and refuses to pretend it is the clerk.

What we will not do

Where this preview stands

Hosted for review. Payments off. Phone and email not published yet. Pages carry noindex until launch. Cloudflare Pages carries the HTTPS, DDoS, and CDN layer. What that means.
